    Infrastructure financing for new and existing water and wastewater utilities continues to be a crucial issue both in the United States and internationally. In addition, access to clean and affordable water service remains a major challenge for low-income populations across the globe. A panel of experts will discuss issues of water scarcity, quality, and delivery challenges in the US and abroad.

Mr. Jim Hallmark, Director of Institutional Development at the Millennium Challenge Corporation (MCC), structures and operationalizes public-private partnerships, financing arrangements, and other types of institutions and frameworks that leverage MCC funds in Latin America, Asia and Africa.

Dr. Barbara Hayes, Director of Infrastructure at the Millennium Challenge Corporation is MCC’s Water and Sanitation subject matter expert. She is responsible for implementation oversight for infrastructure components of Compacts in Mozambique and Mali.

Mr. Robert Stewart, Executive Director for the Rural Community Assistance Partnership (RCAP), has 25 years of experience in the rural utility field, including the provision of technical and training assistance to water and wastewater systems, water-quality management, regulatory compliance, financial and managerial capacity development, training for managers and boards of rural utilities, utility financing, contract management and consulting for local government entities.

Ms. Lynn Thorp, National Campaigns Coordinator, Clean Water Action, a nationwide membership organization which runs campaigns in three main areas: water, global warming and energy and chemical policy. One particular area of focus for Clean Water Action and for Ms. Thorp is drinking water policy. Ms. Thorp served two terms on the National Drinking Water Advisory Council (NDWAC) and a number of NDWAC Work Groups and Federal Advisory Committees around specific Safe Drinking Water Act regulatory issues.

    The US-China trade relationship is one of the most complex and valuable bilateral trade relationships in the world, with nearly $400 billion worth of goods traded between the two countries in 2009. China’s renewable energy market is expanding rapidly, and is expected to reach $100 billion by 2020. The Energy and Environment sector is consistently in the spotlight, as countries leading the deployment of clean energy and energy efficiency technologies could dominate the world economy in the coming years.

WCEE member Kristie DiLascio is an International Trade Specialist in the Office of the China Economic Area for the U.S. Department of Commerce’s International Trade Administration’s Market Access and Compliance Unit. She handles the Energy and the Environment portfolio. Please join us as Kristie discusses her work on market access issues affecting U.S. businesses in the China market, as well as the Department of Commerce’s role in important U.S.-China dialogues including the Joint Commission on Commerce and Trade (JCCT) and the Strategic and Economic Dialogue.

Prior to her work at the Commerce Department, Kristie developed her China expertise as a student and professional in China. Kristie began her career as a Peace Corps China volunteer and received a master’s degree in Linguistics from the University of Florida. In 2006, Kristie received a two-year fellowship with the National Security Education program to study Chinese language and trade issues at Brigham Young University and Nanjing University. Kristie has been working at the U.S. Department of Commerce’s Office of the China Economic Area since April 2009.

The National Gallery of Art was created in 1937 for the people of the United States of America by a joint resolution of Congress, accepting the gift of financier and art collector Andrew W. Mellon. During the 1920s, Mr. Mellon began collecting with the intention of forming a gallery of art for the nation in Washington. In 1937, the year of his death, he promised his collection to the United States. Funds for the construction of the West Building were provided by The A. W. Mellon Educational and Charitable Trust. On March 17, 1941, President Franklin D. Roosevelt accepted the completed building and the collections on behalf of the people of the United States of America.

The paintings and works of sculpture given by Andrew Mellon have formed a nucleus of high quality around which the collections have grown.

    Water+Energy and Collaborative Watershed Planning
On Monday, March 22 (World Water Day), the Women’s Council on Energy and the Environment (WCEE) will present the second of its speaker series on “Beyond the Water-Energy Nexus,” focusing on programs and policies that address the interconnection between water, energy and climate change.

The March event will focus on how energy demands for water are being addressed within state, regional, and federal approaches to integrated water resources management (IWRM) through collaborative stakeholder-driven watershed planning processes.

This event will be held at the US Energy Association, 1300 Pennsylvania Avenue NW, Suite 550, Washington, DC 20004. Security check-in is required – please allow sufficient time to get through security and please bring photo ID.

Registration will begin at 5:30 and the program will commence promptly at 6 pm. Security desk closes at 7 pm.

Food and soft drinks provided: A cold sandwich buffet and other refreshments will be available (provided by Watercat Consulting LLC). PROGRAM DESCRIPTION

Over the past year, the US Army Corps of Engineers (USACE) has been working with state water agencies and river basin commissions on developing a better understanding of state and regional approaches to integrated water resources management (IWRM) (see building-collaboration-for-water.org). States have been moving towards more collaborative, stakeholder-driven approaches to water resources management, while federal agencies have been seeking a better understanding of state water visions and of the needs, challenges and opportunities for joint federal collaboration in support of state and regional water needs. As this study has progressed, one area of concern that has repeatedly arisen within the states and regions is the need to better understand the water-energy nexus, and the ways in which IWRM can address energy demands for water. This panel will include three perspectives on how the water-energy nexus is being addressed in IWRM, drawing upon the findings of the USACE study and specific approaches to integration of energy demands for water into basin planning taken in two parts of the country: Colorado and the Susquehanna River Basin. Speakers are:
• Ada Benavides, Project Director for the US Army Corps of Engineers “Building Strong Collaborative Relationships for a Sustainable Water Resources Future.”
• Alexandra Davis, Deputy Director for Water at the Colorado Department of Natural Resources, and Co-chair of the Western States Water Council (WSWC) Energy-Water Committee.
• Tom Beauduy, Deputy Director of the Susquehanna River Basin Commission (which includes New York, Pennsylvania, and Maryland), and Chair of the Interstate Council on Water Policy.

    Carlos Pachon of EPA's Superfund Office will provide an overview of EPA's work in the emerging area of green remediation, including an overview of the core elements of the Agency's green remediation program, its short and long-term goals and strategies, as well as its partnerships with other federal agencies, states and the private sector. As part of his presentation, Mr. Pachon will discuss EPA's efforts to develop a voluntary green remediation clean-up standard, its recently released Superfund Green Remediation strategy, and other related programs.

Mr. Pachon works in EPA's Office of Superfund Remediation and Technology Innovation where he helped author the Agency's Green Remediation Primer and manages all aspects of its Green Remediation Program. He has given numerous presentations for domestic and international audiences on a variety of remediation topics, including green remediation.

12:00PM - 1:30PM   Appalachian Coal Country: Reclaiming A Toxic Legacy Through Science And Art

    Lack of public concern for and regulatory oversight of coal mining prior to 1977 devastated the Appalachian Region of the eastern US. This region now faces severe environmental degradation that includes acid mine drainage, a condition in which an acidic solution seeps out of abandoned coal mines into streams and kills entire ecosystems. Many of these rural areas also face high rates of unemployment and poverty, making it even more difficult to address the health issues surrounding poor water quality.

Dr. Allan Comp, 2009 Recipient of the Service to America Medal in the Environment, will describe his work coordinating volunteers, government agencies, non-profit organizations, and local residents to bring significant change to these communities. Working with few resources, Dr. Comp conceived and created the Appalachian Coal Country Watershed Team, a partnership between the Office of Surface Mining and VISTA Volunteers working in coal country with local citizens. Based on the success of this effort, he launched the Western Hardrock Watershed Team to create a similar effort in Western mining communities. Dr. Comp will also discuss the non-profit organization, AMD&ART, which seeks to artfully transform environmental liabilities into community assets such as parks, gardens and trails that complement the area’s nature and history.

12:00PM - 1:30AM   Environmental Impacts of Forthcoming EPA Cement Regulations

    The U.S. Environmental Protection Agency (EPA) is expected to soon release a final rule amending the national emissions standards for hazardous air pollutants from the Portland Cement Manufacturing Industry (Portland Cement NESHAP), imposing dramatically tougher standards on the industry. A new paper from King's College in London though says EPA's proposed rule and benefits analysis fails to account for the likelihood that increased emissions standards on the domestic cement industry will likely result in greater imports of cement from countries with less efficient plants and lax environmental enforcement. This concept is called the risk-risk tradeoff and considers whether the Portland Cement NESHAP will produce far fewer environmental benefits than estimated by EPA. At the same time, clean air advocates across the country argue a tougher NESHAP standard for pollutants like mercury will improve local air quality in communities that have cement plants.

Join us for both presentations and discussion regarding the environmental impacts of the EPA's NESHAP regulations. Panelists will feature Kings College paper author Ragnar Löfstedt and former NRDC air toxics expert and current Catholic University Environmental Law Professor Amanda Leiter.

Ragnar Löfstedt is Professor of Risk Management and the Director of King's Centre for Risk Management, King’s College London, UK where he teaches and conducts research on risk communication and management. He is also an adjunct Professor at the Harvard Center for Risk Analysis, Harvard School of Public Health where he co-directs the Risk Communication Challenge Course for continuing education professionals. Dr Löfstedt earned his BA and MA degrees at University of California Los Angeles (1988) and Clark University (1991), respectively, before completing his PhD in geography at Clark University (1993). He has conducted research in risk communication and management in such areas as renewable energy policy, transboundary environmental issues (acid rain and nuclear power), telecommunications, biosafety, and the siting of building of incinerators, nuclear waste installations and railways.

A graduate of Harvard Law School, Amanda Leiter spent two years as a clean air litigator at the NRDC, where she developed and pursued judicial challenges to EPA rules regulating industrial air pollution. That work followed three post-law school clerkships: the first with the Hon. Nancy Gertner of the Federal District Court for the District of Massachusetts; a second with the Hon. David Tatel of the D.C. Circuit Court of Appeals; and a third with United States Supreme Court Justice John Paul Stevens. Leiter has also visited at Georgetown University Law Center, where she taught administrative law and government processes. At Catholic, Leiter teaches administrative law, environmental law and torts.

9:30AM - 11:00AM   Tour of Covanta's Energy-from-Waste Facility

    Ever wonder where all your trash goes? Landfill? Out of state? Well if you live and work in the City of Alexandria, VA or Arlington, VA, wonder no more. When you toss it out, your residential, office and commercial trash most likely goes to the Covanta Alexandria/Arlington Energy from Waste facility where it is converted into electricity. The heat is used to generate electricity via steam-driven turbine generators, which is sold to Dominion Virginia Power.

The City of Alexandria and Arlington County co-own this facility, which can process 975 tons of trash per day, seven days per week, 365 days per year or approximately 350,000 tons of trash per year. This eliminates approximately 40,000 tractor trailers trips on I-95 that would be required if the waste were to go to landfill. Since opening in 1988, the facility has processed over 7 million tons of trash, producing enough electricity to continuously supply approximately 23,000 homes, 24/7/365.
